The Kansas Legislature has given its approval to significant amendments in the gaming compact between the state and the Iowa Tribe of Kansas and Nebraska. This paves the way for the introduction of sports betting on tribal lands in northeast Kansas. The amendments are now awaiting final approval from Governor Laura Kelly and endorsement from the U.S. Department of Interior.

The amendments, introduced through the Kansas Senate Resolution 1750 and House Resolution 6045, received overwhelming support from both chambers of the legislature. The Senate voted 30-5 in favour, while the House voted 101-20 in favour of adopting the resolutions. These votes reflect a strong consensus among lawmakers regarding the inclusion of sports betting in the tribal gaming compact.

However, before the amendments can be fully implemented, they require the final approval of Governor Laura Kelly. Once the governor gives her endorsement, the amendments will also need to be reviewed and authorized by the U.S. Department of Interior.

The primary change brought about by the amended compact is the inclusion of provisions allowing for sports betting. This expansion of gaming activities on tribal lands is a significant development for the Iowa Tribe of Kansas and Nebraska. Currently, the tribe operates the Casino White Cloud in Brown County.

This decision follows a similar move by the Prairie Band Casino & Resort in Mayetta, becoming the first tribal casino in Kansas to offer sports betting earlier this year. The amendments approved by the Kansas Legislature for the Iowa Tribe are similar, with minor changes, to the compact that was approved last year for the Prairie Band.

The push for sports betting in Kansas gained momentum following the 2018 U.S. Supreme Court decision in Murphy v. National Collegiate Athletic Association. This landmark ruling opened the door for states to legalize sports wagering. In response, the Kansas Legislature passed a bill in 2022 allowing for both mobile and retail sports gambling in the state.

While the bill applies to both state-licensed casinos and tribal establishments, tribes in Kansas must follow a different procedure for full regulatory approval. Tribal casinos interested in offering sports betting must submit a formal request to the governor and engage in negotiations with the executive branch to make necessary tweaks to the compact.

The approved amendments to the gaming compact between the Iowa Tribe of Kansas and Nebraska and the state of Kansas bring multiple benefits. Firstly, they allow the tribe to expand its gaming activities to include sports betting, thereby attracting a broader range of patrons to their establishments.

Additionally, the revised compact not only authorizes in-person sports wagering on reservation land but also includes provisions for potential remote online wagering statewide. This provides an opportunity for the tribe to tap into the growing popularity of online gambling and reach a wider audience.

The approval of amendments for sports betting on tribal lands is a significant step towards the legalization and regulation of this form of gambling in Kansas. It demonstrates the state’s willingness to embrace the changing landscape of the gaming industry and adapt to the demands of its residents.

While the Iowa Tribe of Kansas and Nebraska awaits final approval from Governor Laura Kelly and the U.S. Department of Interior, it is expected that other tribal casinos in Kansas will also explore the possibility of offering sports betting.
