In a strategic move, the sports betting language from House File 2000 was recently combined with a horse track regulation bill, HF-5274. This amalgamation, facilitated by a delete-all amendment, has helped to keep the sports betting legalization effort alive and on track. The House Ways and Means Committee has now adopted these changes, paving the way for the bill to move forward.

The revised bill, HF-5274, outlines a licensing and tax structure that aims to strike a balance between the interests of various parties. It calls for 11 online sports betting licenses, with a 20% tax rate for operators who partner with the state’s tribal nations. This arrangement is designed to ensure that both the tribes and the state can benefit from the legalization of sports betting.

In addition to online sports betting, the bill also provides for the establishment of retail sportsbooks at tribal casinos and race tracks. Furthermore, it paves the way for the legalization of select fantasy games, broadening the sports betting landscape in Minnesota.

The revenue generated from sports betting will be allocated to address important priorities. A portion of the funds will be directed towards programs aimed at treating problem gambling, recognizing the need to mitigate the potential risks associated with the expansion of legal sports betting. Additionally, the bill earmarks funding to support the state’s horse racing industry, ensuring that the economic viability of the two existing tracks is maintained.

To establish a robust regulatory framework, the bill would appropriate significant resources to the Department of Public Safety. This funding would be used to set up and oversee the mobile sports betting and fantasy contest operations, ensuring that the new industry is properly regulated and monitored.

The push to legalize sports betting in Minnesota has garnered support from lawmakers across the political spectrum. Both Democratic and Republican legislators have recognized the potential benefits of a regulated sports betting market, and they are working together to find a solution that addresses the concerns of various stakeholders.

A key aspect of the Minnesota sports betting bill is the emphasis on partnerships between operators and the state’s tribal nations.
