Japan’s integrated resort market has taken another step forward as Konami Gaming submitted the country’s first applications for IR equipment manufacturer licences.

The applications were filed with Japan’s national gaming regulator across the relevant manufacturer licensing categories. While approval has not yet been granted, the submission marks an important early development for suppliers preparing to participate in Japan’s emerging IR market.

The move comes ahead of the planned opening of MGM Osaka in 2030, which is expected to become Japan’s first integrated resort under the country’s newly established regulatory framework.

Japan requires equipment manufacturers and other industry participants to complete extensive regulatory reviews before providing products or services to licensed IR projects. These assessments may cover corporate background, operational capabilities, product standards, documentation and local market readiness.

Konami said it has been preparing for the application process through localisation, regulatory documentation and operational planning tailored to Japan’s requirements.

Although the application remains under review, the filing indicates that supplier participation is beginning to move from market preparation into formal implementation.

As the Osaka project progresses, more equipment manufacturers, technology providers and supporting service companies may begin seeking the necessary approvals to enter the market.

The development also highlights that Japan’s IR ecosystem will involve more than resort operators. Equipment suppliers, technology companies and other B2B service providers will also play an important role in supporting the market’s long-term development.

With MGM Osaka scheduled to open in 2030, the start of supplier licensing represents another milestone in Japan’s gradual and tightly regulated approach to building its IR industry.
