The initial launch of BetMGM and Caesars Sportsbook in Washington, DC was planned for Monday, July 15th. However, the operators were forced to postpone their debut by a couple of days, as they had to wait for the FY 2025 budget to come into force. This budget included provisions that opened up the market from a monopoly to a more competitive environment.
The delay was further complicated by the actions of DC Mayor Muriel Bowser, who neither signed nor vetoed the budget. Instead, she sent it back to the DC Council, citing objections to several elements of the document. This move, while demonstrating Bowser’s reservations, ultimately allowed BetMGM and Caesars to proceed with their citywide launches on Wednesday, July 17th.
Prior to the recent developments, BetMGM and Caesars Sportsbook were only permitted to offer their platforms within exclusion zones, typically within a two-block radius of their retail sportsbook locations.
With the new framework in place, both operators have now launched their mobile platforms citywide, except in federally excluded areas.
BetMGM, a leading player in the sports betting industry, has expressed its enthusiasm for the expanded market in Washington, DC. Adam Greenblatt, the CEO of BetMGM, stated that the company looks forward to launching district-wide after “three years of bringing unparalleled, omnichannel experiences to sports fans” under the previous, more restrictive framework.
Echoing BetMGM’s sentiments, Eric Hession, the president of Caesars Digital, also expressed his delight at the company’s launch in Washington, DC. Hession stated that Caesars Sportsbook’s presence in the district “will only enhance” the fan experience, and he thanked Mayor Bowser and the DC Council for their “leadership on sports betting.”
Caesars Sportsbook’s entry into the Washington, DC market represents a significant milestone for the brand, as it continues to expand its footprint and solidify its position as a leading player in the rapidly evolving sports betting landscape.
Alongside the arrival of BetMGM and Caesars Sportsbook, FanDuel also made a comeback in Washington, DC on Wednesday, July 17th. FanDuel had been operating citywide since April as a sub-contractor for Intralot, the DC Lottery’s provider. However, due to the budget delay, FanDuel was briefly forced to halt operations.
With the new framework in place, FanDuel will no longer be the sole operator in the district, joining BetMGM and Caesars Sportsbook at a 20% tax rate, down from the previous 40% rate it paid as a monopoly. This shift to a competitive landscape is expected to bring greater choice and more favorable conditions for sports bettors in Washington, DC.
FanDuel’s initial foray into the Washington, DC market in April the platform’s handle saw a 450% increase compared to the previous GamBetDC platform, which had been widely criticized for its financial performance and poor usability.
Furthermore, FanDuel generated $4.9 million in revenue in May 2023, a significant improvement over the $711,282 earned by GamBetDC during the same period. This impressive performance underscores the demand for a more user-friendly and reliable sports betting platform in the nation’s capital.
While the launch of BetMGM, Caesars Sportsbook, and the return of FanDuel, the actions of Mayor Muriel Bowser have raised some questions and concerns.
Bowser’s decision to send the FY 2025 budget back to the DC Council, rather than signing or vetoing it, has been interpreted by some as a potential objection to the sports betting expansion. Given the contentious history of this industry in the district, Bowser’s move has sparked speculation that the expansion could be one of the elements she had concerns about.
